This is the round brush found on the single bed sinker plate on Studio, Silver Reed, Singer, and Artisan 4.5 mm knitting machines.

The wheel pushes the knitting back against the sinker plate. There is often a  plastic disk on top of this brush. 

Replace the brush if some of the bristles are missing.
